Matthew shook his head. "You don't understand. The strange thing about the people from Charleston is that they're very proud and dislike outsiders. They're only willing to work with people they approve of. That would mean that this is a form of selection.
"Anyone who can bid the envelope with the highest price would surely be someone powerful. It's only then that the royal family would be willing to extend a hand to work together."
"Working with Charleston means great fortune and profit. That's why everyone here is so enthusiastic about this."
Lucy finally understood.
However, she noticed that Matthew was not doing anything about it. "Aren't you going to bid on it, Matthew?
"No one here is more powerful than you are."
